KING GEORGE WOULD BE JEALOUS OF US PRES. POWER

According to the Guardian's Spencer Ackerman, Secretary of State John Kerry, this morning on CNN, said this when asked whether the Congressional vote would be binding: "[Obama] has the right to do this no matter what Congress does."

Is Obama going to strike Syria regardless of how Congress Votes?  Kerry obviously doesn't understand the Constitution which gives Congress the right to declare war.  

The Imperial Presidency would exercise more power than King George, against whom the American Revolution was waged.  In fact Kind George would be jealous of the power of the American President.
