Dear ACLU Supporter,
Ahmad and Reem Muhanna, nationals of Palestine and practicing Muslims, have lived in the United States for 25 years. They work here, raised a family here and pay taxes here. Like many aspiring Americans, the Muhannas filed for naturalization. But six years later and counting, they have yet to receive a decision from the U.S. Citizenship and Immigration Services (USCIS).
Under a previously unknown program, known as the "Controlled Application Review and Resolution Program" (CARRP), immigration officers deny and delay citizenship and immigration benefits based on a person's religion and country of origin.
As the ACLU of Southern California has uncovered, many law-abiding and up-standing individuals who pose no threat to our national security, like the Muhannas, are facing unfair delays because of CARRP. Under federal law USCIS is generally expected to process a naturalization application within six months of filing.
