AMENDMENTS TO WATCH

FCNL does not support the appropriation of military funds. However, we supported amendments by bipartisan congressional allies to end the war in Afghanistan, prevent war with Iran and Syria, close the Guantanamo Bay prison and more.

Ending the Endless War

Amendment No. 73: Submitted by Rep. Adam Schiff (CA), this amendment restricts the use of funds in this bill towards any use of force under the legal rationale of the 2001 Authorization for the Use of Military Force (AUMF) after December 31, 2014.

Curtail Domestic Spying

Amendment No. 100: Submitted by Reps. Amash (MI), Conyers (MI), Mick Mulvaney (SC), Jared Polis (CO) and Thomas Massie (KY), this amendment prevents the National Security Agency from using the Patriot Act as its legal rationale for collecting personal records on individuals not under investigation.

Lifting the Transfer Ban on Guantanamo Prisoners

(Failed 175-247) Amendment No. 23: Reps. Jim Moran (VA) and Adam Smith (WA) submitted this amendment to strikes sections of the bill that would restrict funding for the transfer or release of detainees being held at the Guantanamo Bay prison to the United States or another sovereign country.

Ending the War in Afghanistan

(Passed 249-173) Amendment No. 29: Submitted by Rep. Steve Cohen (TN), this amendment halves funding for the Pentagon-led Afghanistan Infrastructure Fund from $279 million to $140 million. 
(Failed) Amendment No. 48: Rep. Walter Jones (NC) submitted thisamendment to restrict the use of funds in this bill towards the Afghanistan –United States Strategic Partnership Agreement without a Congressional vote of approval.

Preventing Military Intervention in Syria

Amendment No. 97: Submitted by Rep. Trey Radel (FL), this amendment prohibits use of funds for military operations in Syria without the necessary Congressional approval required by the War Powers Resolution.

Cutting Pentagon Spending

(Passed) Amendment No. 55: Submitted by Reps. Mick Mulvaney (SC), Chris Van Hollen (MD), Mike Coffman (CO) and Patrick Murphy (FL), thisamendment cuts $3.5 billion from the proposed budget for Overseas Contingencies Operations, broad funding for war.
Amendment No. 93: Submitted by Rep. Alan Grayson (FL), this amendment bars the federal government from working with contractors who have been convicted of crimes against the government, “such as fraud, theft, bribery, making false statements, and tax evasion,” in the past three years.

Cut Funding for East Coast Missile Defense

(Failed 173-249) Amendment No. 20: This amendment, offered by Reps. Jerrold Nadler (NY), John Garamendi (CA) and Jared Polis (CO) would decrease funding for an East Coast Missile Defense site by $70.2 million, which was added by the Appropriations Committee.
